OMB supports the
FCC efforts to streamline the mass media application and reporting
requirements. As part of its rulemaking process, OMB requests that
the FCC consult with the Internal Revenue Service regarding the use
of taxpayer identification numbers and also examine Wireless
Bureau's Universal Licensing System. OMB concurs with the FCC that,
once the rulemaking is completed, individual OMB 83-I packages be
submitted to document changes to each collection. Finally, OMB
urges the FCC to work with industry, including groups representing
industry, to adopt a plan for expeditious adoption of electronic
filing, including the use of electronic signatures. Use of
electronic filing should be phased in if possible. The rulemaking
process should include an analysis of the benefits and costs of
adopting mandatory electronic filing (iaw the PRA).

With the NPRM adopted 4/2/98 in MM
Docket No. 98-43, the Commission seeks comments on streamlining
broadcast applications and licensing procedures, reducing
administrative and filing requirements, and eliminating rules and
procedures that no longer advance key regulatory objectives. The
Commission also seeks comments on whether to mandate electronic
filing for broadcast application and reporting forms.
