TIPs are consensus-based "best
practice" guidelines developed by panels of clinical, research, and
administrative experts. They are intended to promote transfer of
state-of-the-art protocols and guidelines for treatment of
substance abuse. This evaluation will document the extent to which
the TIPs program has influenced the substance abuse treatment
field; it will also provide information to determine how, if, and
to what extent the content, format, and dissemination of TIPs
should be changed to ensure efficient allocation of Federal
resources.
On behalf of this Federal agency, I certify that
