TIPs are consensus-based "best practice" guidelines developed by panels of clinical, research, and administrative experts. They are intended to promote transfer of state-of-the-art protocols and guidelines for treatment of substance abuse. This evaluation will document the extent to which the TIPs program has influenced the substance abuse treatment field; it will also provide information to determine how, if, and to what extent the content, format, and dissemination of TIPs should be changed to ensure efficient allocation of Federal resources.
