prediction of 70% is optimistic and relies heavily on expectations
of future improvement. The agency is instructed to report to OMB on
the response rate for the entire survey, including breakdowns for
initial survey, telephone numbers obtained, and the telephone
survey. The agency is also strongly encouraged to increase the
number of retries on the telephone survey to at least 14 and
significantly shorten the period of time between the intial contact
and the telephone followup.

The MMS will use the information in
its decisionmaking regarding the conversion of existing rigs to
artificial reefs. Respondents are private boat fishermen and
operators, charter boat fishermen and operators, party boat
fishermen and operators, divers and guide service operators.
Respondents will be from Alabama through Texas in the Gulf of
Mexico area.
