Approved consistent with ED's memos to OMB of 8/27/98, 8/28/98, and 9/4/98. In addition, ED agrees to the following terms of clearance: 1) OMB notes its concern regarding the effective response rates ED anticipates for the parent, youth, and adult surveys to be conducted under this approval request. Specifically, OMB believes that ED's anticipated 75% response and completion rate for the 'screener' is too low to yield adequate effective response rates for the parent, youth, and adult surveys. 2) For the implementation of the 1999 NHES, ED will take all the necessary and appropriate steps to maximize the response and completion rates on the screener and corresponding surveys. 3) Following implementation of the 1999 NHES but prior to publication or use of any results or findings from the 1999 NHES, ED will report to OMB the effective response and completion rates achieved for the screener and corresponding surveys. At that time ED will also submit the following for OMB review: (a) The language ED will include on any published results or findings from this study that explains what, if any, limitations should be considered in using these data as a result of low effective response rates, (b) The method ED proposes to use in making post-study adjustments to the estimates in dealing with non-response bias. 4) For implementation of future iterations of NHES, ED will explore alternative methods to improve the NHES effective response rates. OMB notes that future iterations of the NHES that have anticipated response rates similar to those found in this iteration will be seriously considered for disapproval. 5) For implementation of future iterations of NHES, ED will use the new race/ethnicity categories as set out by OMB in the 10/30/97 Federal Register.

The NHES:99 will be a telephone survey of households remeasuring key indicators from past NHES surveys related to such topics as early childhood care and program participation, parent/family involvement in education, youth civic involvement, and adult education. Respondents will be parents of children from birth through 12th grade, youth enrolled in grades 6 through 12, and adults age 16 and older and not enrolled in grade 12 or below. The collection will provide information on the National Education Goals which pertain to school readiness (Goal 1), student achievement and citizenship (Goal 3), adult literacy....
