Abstract: EPA is under court order to propose FIP measures to reduce PM-10 in the Phoenix, Arizona, nonattainment area by March 20, 1998, and promulgate measures by July 18, 1998. EPA is proposing a rule which controls dust from vacant lots, unpaved parking lots, and unpaved roads. The requirements of the rule include controls such as paving, stabilizing, vegetating, and applying gravel to these sources and also includes recordkeeping and reporting requirements to help ensure compliance with the rule.
