clearance. Prior to submitting this collection to OMB for renewal,
EPA should examine the wages attributed to respondents in
estimating the cost of this collection to respondents. OMB is also
concerned that the burden hours associated with this collection may
be underestimated. Within the next sixty days, EPA should conduct a
review of its burden hour estimate, and make any changes as
appropriate.

The Vehicle Programs and Compliance
Division, Office of Mobile Sources, Office of Air and Radiation,
tests in-use vehicles in order to enforce compliance with the
emission standards. The Federal Test Procedure (FTP) that is used
for testing requires test parameters and procedures that can be
unique across vehicle models and manufacturers. Though EPA has
access to and compiles these parameters and procedures from
previously submitted manufacturer data, EPA gives the motor vehicle
manufacturer the opportunity to review and verify that EPA has
selected the correct parameters and procedures for vehicle emission
testing.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
