OMB approves this study under the following conditions: (1) If the survey results from randomly selected participants are to be statistically generalizable to the population of Federal check recipients who do not have bank accounts, a response rate of at least 70 percent must be achieved. A response rate of less than 70 percent is acceptable for purposes of generalizble results if a follow-up survey of randomly selected non- respondents is conducted with a response rate of at least 80 percent. If neither of these response rates is possible, the survey results may provide anecdotal reference data, but cannot be considered to be representative of the population. (2) To ensure the confidentiality of survey responses, information collected by the contractor that could be used to identify individual survey respondents will not be provided to Treasury. This prohibition, as well as Privacy Act protections, will allow the contractor to assure survey respondents that any information that could be linked to them will not be made available to the government. (3) Question 8 of Part 4 is revised to conform to OMB guidelines on collecting data on race and ethnicity. OMB requests that, in its report summarizing the results of the approved survey, Treasury assess the efficacy of using the contest as an incentive. OMB also recommends that Treasury consider conducting a future survey of Federal check recipients who have bank accounts.

The conjoint analysis study would test Federal benefit check recipients' preferences for various combinations of account attributes for the Electronic Transfer Account Program. The results of this study is vital to the national implementation of the Electronic Transfer Account Program.
