This
programmatic clearance is approved under the following terms of
clearance. Prior to the use of each instrument, the agency must
complete the attached form, which has been provided to the agency
paperwork clearance officer, and the following supplemental
questions: 1. Explain the purpose of the survey. 2. Explain how the
survey was developed. With whom did you consult during the
development of this survey on content and statistics? What
suggestions did you get about improving the survey? 3. Explain how
the survey will be conducted. How will customers be sampled? What
percentage of customers asked to take the survey will respond? What
actions are planned to increase the response rate? If letters
and/or postcards are sent to respondents to increase the response
rate, provide copies with this submission. 4. Describe how the
results of the survey will be analyzed and used. If the customer
population is sampled, what statistical techniques will be used to
generalize the results to the entire customer population? Is the
survey intended to measure GPRA performance measures? (If so,
please include an excerpt from the appropriate document.) The USDA
official must sign the form and send the survey instrument, form,
and answers to the supplemental questions to the OIRA docket. The
official shall also send a copy of the comments provided by NASS.
OIRA will review the instrument within two weeks and inform the
USDA's paperwork officer by e-mail when review has been completed,
after which the OMB number may be used on the instrument. In
addition, USDA will provide an annual report that summarizes their
collections under this clearance. Should any of these terms be
violated, the generic clearance will be revoked.

The information collection activities
in our 3-year plan have and will continue to implement Executive
Order 12862 "Setting Customer Service Standards," as well as to
maintain the USDA Service Centers and partner agencies capability
to listen to what matters to our service center customers. Service
Center customers' responses to these information collection
activities are essential to keeping a comparative baseline for
performance measures in annual GPRA and IRM Strategic Plan
documents and to identify customer preferences for modes of service
delivery and information giving alternatives that support the
Service Center.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
