Approved as amended by and consistent with ED's memos to OMB of 4/6/99 and 4/13/99. In addition, the following terms apply: 1) As part of this study, ED will address research question #3 (specifically, *Do states' charter school finance systems promote a more cost-effective allocation of public resources than their policies governing traditional public schools, without sacrificing quality?*). 2) In answering research question 3, ED will use the data obtained from this study to assess different factors of school quality (e.g., student outcomes, facilities, teacher quality, technology). To the extent that this study does not provide sufficient data on student outcomes, ED will seek to link student outcome data from other ED collections, such as the National Study of Charter Schools, in order to best answer research question 3. with the analysis. 3) By the end of this fiscal year (9/30/99), ED will submit to OMB a research plan for empirically assessing student outcomes in order to inform the relationship between school quality and cost-effective allocation of public resources in charter school finance systems.

This 2-year study explores how State and district policies, as well as charter school practices, affect charter schools' cost-effectiveness and quality. Funding equity and adequacy are assessed. This study proposes to inform policymakers at the Federal, State, and local level of the precise effects of varied approaches to charter school finance.
