The Debt Collection Improvement Act,
31 U.S.C. 3701 et seq., provides new ways for the Federal
Government to collect debts owed it. The collection methods depend
upon knowing the taxpayer identification numbers or social security
numbers (SSN/TIN) of entities doing business with the Federal
Government. The Act therefore requires Federal agencies to get the
SSN/TINs of all entities who pay or receive money from
them.
