have serious concerns about the selection of respondents for this
survey. Since the respondents are not being selected randomly from
U.S. business or from U.S. exporters the results of this survey
cannot be generalized to the population of U.S. businesses or
exporters. Thus, the agency may not report the results of this
survey as anything but anecdotal and cannot report these results as
representative of any population but the respondents themselves.
With regards to the design of the survey instrument, the PRA
disclosures and other introductory material may be placed after the
screening questions, if appropriate.

The information is needed to evaluate
the impact of U.S. sanctions on India and Pakistan. Responses will
be incorporated in a public report to be sent to the House
Committee on Ways and Means by September 17, 1999. Respondents will
be firms engaged in trade with and investment in India and
Pakistan.
