MMS is requesting emergency approval
of this collection of information concerning sales activities that
are part of MMS's RIK pilot programs. MMS is the Federal agency
responsible for management of Federal offshore minerals development
and the collection of minerals revenues associated with Federal
lands. Taking and sale of the Government's royalty share in the
form of production or "in kind" (RIK) is authorized by the Mineral
Leasing Act (MLA), 30 U.S.C., percentage of value recognized by the
lessee for sale of all of the production. Recommendations in an MMS
1997 feasibility study concluded that, under the right....
