Terms of Clearance: Approved, consistent with the changes in the HRSA memos from 9/28/99, and with the following conditions, agreed upon by Susan Queen from HRSA, on 9/30/99. Based on discussions between OMB and HRSA, it is understood that HRSA will provide an evaluation of the utility of the open-ended responses in the three survey instruments used in this study. This evaluation will include an estimate of the additional_cost imposed by these open-ended questions, where cost is based on the avergae number of these questions answered by the respondents, on the length of time it took to respond to these questions, and the additional time it took to analyze these responses. (The report should state the explicit method used to code and analyze these responses.) The report should also explain the benefits of including these questions, as indicated by the utility of the information collected from the responses. If this report indicates that the benefits of these questions do not clearly outweigh the costs,it is understood that HRSA will reduce the number of open-ended question before re- implementing this study or another study that tries to collect this type of information. Because HRSA plans on completing this study 12 months after OMB approval, HRSA will have up to 18 months after OMB approval to complete this evaluation.

Abstract: The purpose of this study is to evaluate the Fetal and Infant Mortality Review (FIMR) program as a means to improve assessment and influence change in community resources and the service delivery system for pregnant women and their infants. This information will guide national policy development in the realm of perinatal health.
