Conditional waiver grantees are
required to file showing sufficient to demonstrate compliance with
the new rules. Parties with existing LMAs that are attributable
must file a copy of LMA with Commission. FCC staff will use data to
determine if conditional waiver grantees are in compliance with
rules and to issue permanent license. LMAs will be used by FCC
staff to prevent licensees from using time brokerage agreements to
circumvent Commission ownership limits.
