In accordance
with the provisions of 5 CFR 1320.11, this information collection
request is not approved. EPA should resubmit this information
collection request to OMB for approval at the final rule stage. In
developing an information collection request for the final rule,
EPA should address the following concerns: This ICR lists one
primary use of the data: to generate a data set. The ICR does not
clearly identify the necessity or the practical utility of the
requested set of exposure information. Instead, this ICR outlines
several potential uses of the data. However, it is not possible to
evaluate the request for the data in the context of these intended
uses because for each of the potential uses, the ICR does not
describe the methods that will be used to analyze the data.
Furthermore, it is not clear that the requested data will improve
agency performance. To complete the information collection request
at the final rule stage, the agency should: 1) Complete part B of
the supporting statement, outlining methods that the agency plans
to use to apply the data to improve agency performance,
demonstrating that the requested data are appropriate for intended
uses, 2) Clearly identify the practical utility of the data for
each use, including discussion of how the requested data improves
agency performance over current practices, 3) Provide to OMB a
summary and response to comments received in response to the
proposed Inventory Update Rule 4) Revise estimates of burden as
appropriate to reflect the requirements contained in the final
rule.

Inventory Update Rule (IUR), adding additional data items to the
collection, adjusting the respondents, and making some
administrative changes This ICR covers the burden associated with
the changes to the IUR, not the burden associated with the current
IUR (covered by ICR #1011, OMB #2070-0070).
