As agreed to by the Agency, this approval only pertains to the dissemination and collection of the following four surveys: The Project Director Interview Guide (1999-2000, 2000-2001, 2001- 2002) The District Data Request (1999-2000, 2000-2001) The Project Survey (1999-2000, 2000-2001) The Principal Survey (1999-2000, 2000-2001) with the included changes to questions 54 and 55 (1999-2000) and 44 and 45 (2000- 2001). The surveys must display a vaid OMB control number and statement of burden. In addition, ED may need to alter the race/ethnicity question format to comply with OMB guidance during the course of the study. This clearance specifically does not include any other collection of information listed or described in the ICR, particularly the proposed case-studies. ED must request approval for the collection of all other information for this program evaluation through a separate clearance package. At that time, ED must demonstrate the need, generalizability, and practical utility of any case-study approach.

This package is to request clearance for an evaluation of the Magnet Schools Assistance Program (MSAP). The purpose of the evaluation is to provide information by ED to Congress about the success of the MSAP in meeting its statutory goals. The evaluation is using information reported in MSAP applications and performance indicators and gathering new data from all 57 MSAP projects funded in 1998. A particular emphasis of the evaluation is the projects' progress in improving student achievement and achieving desegregation.
