Abstract: Proposed Customs regulations 163.2 and 163.3 provided for which records are to be maintained and which parties are required to keep those records. Proposed Customs regulations 163.12 also contains provisions for a voluntary recordkeeping compliance program available to all parties who are required to maintain and produce entry records.
