This ICR is
approved under 5 CFR 1320. According to Part B of the Supporting
Statement for this ICR, EPA requires at least 193 completed
questionnaires to "satisfy the decision-making needs of the EPA."
EPA chose this number to minimize the chances of missing a waste
management practice used at only 1 in 20 facilities. Because EPA
believes that some of the facilities identified as paint
manufacturers in its database may not actually manufacture paint,
the Agency will send its questionnaire to 250 facilities to
increase the chances of achieving 193 completed surveys. If the
Agency determines that the 57 additional facilities are not
adequate, it will send questionnaires to a second set of facilities
according to the Agency's statistical plan.

The EPA is obligated to make a
hazardous waste listing determination on five wastestreams
generated from the manufacturing of paint. These wastestreams
include (1) solvent cleaning wastes, (2) water and/or caustic
cleaning wastes, (3) wastewater treatment sludges, (4) emission
control dust or sludge, and (5) off-specification production
wastes.
