Approved consistent with DOL's memo of 5/17/2000 and the following terms of clearance: (1) DOL will ensure that critical financial information on the 15% state set aside not captured in these quarterly reports are captured by the annual performance report. Specifically, the annual report will provide information on: (a) how much of the 15% was reserved by the state; (b) which required and optional statewide activities the 15% was spent on; and (c) what percent of the state setaside was spent on each of the required and optional statewide activities. (2) To the extent that any youth follow-up services are required in the final WIA regulation, DOL will use its planned fall 2000 follow-up report to capture the costs of the these follow-up services.

This request for emergency clearance of the WIA financial reporting instructions is requested pursuant to Public Law 105-220, dated August 7, 1998 and Interim Final Rule (FR), 20 CFR 652, et al., dated April 15, 1999. Section 185(e) and (f) require that States reporting quarterly all program and activity costs by cost caegory and by year of appropriation, any income or profits earned, and any cost incurred such as stand-in costs that are otherwise allowable except for funding limitations. Sec. 185 (g) requires that costs only be categorized as administrative or programmatic costs.......
