This collection
is approved for three years. During this approval period, EPA
should take steps to ensure that the provides opportunities for
electronic reporting, prior to October 31, if practicable, in
accordance with the Government Paperwork Elimination Act. Before
resubmitting this collection for revision or renewal, EPA should
review the estimated cost burden to ensure that it accounts for all
non-labor costs borne by respondents (including copying and mailing
costs). OMB also notes that the wage rates used in the supporting
statements to estimate total cost to EPA and respondents appear to
be outdated. EPA should revise these as well, using appropriate
overhead ratios, before the next submission of this collection to
OMB.

The 40 CFR Part 63, Subpart E amended
regulations offer five options for State, territorial, local, and
tribal agencies (S/L/ Ts) to accept delegation of the section 112
standards. The S/L/T must demonstrate to the EPA that it has the
ability to implement the Federal standards in an effective
manner.
