Approval is granted for use of the information collection entitled, "Mandatory Guidelines for Federal Workplace Drug Testing Program," through June 2003 under the following conditions: 1. OMB understands that HHS has agreed to particpate in the OMB Information Initiative Round Table Session on June 15, 2000. 2. No later than 3 weeks after the date of the Round Table Session, the agency must work with Round Table participants to formulate a workplan for the electronic collection, reporting and maintenance of this information in accordance with the requirements of GPEA, and which is responsive to their concerns. 3. At a minimum, the agency must supply OMB with written updates on the progress of the workplan in December 2000, May 2001, May 2002, and May 2003. In addition, OMB may request other updates or briefings consistent with the workplan's milestones.

E.O. 12564 requires the head of each Executive agency to establish a program to test for the use of illegal drugs by federal employees in sensitive positions and requires the Secretary of HHS to promulgate scientific and technical guidelines for drug testing programs. Included are the recordkeeping and reporting requirements in the Mandatory Guidelines, the application form and Section B, C, and D of the Inspection Checklist for the National Laboratory Certification program, and the Federal Drug Testing Custody and Control Form.
