The Office of Lead Hazard Control of
the Department of Housing and Urban Development is conducting an
evaluation of an approach to lead hazard reduction in low-income
housing which involves use of community service employees who have
been provided training and certification as lead abatement workers
rather than certified lead abatement contractors. This evaluation
is required by HUD's FY 1999 and FY 2000 Appropriations. Two
