the agency that one of the purposes of the PRA is to require that
the agency reexamine each information collection every three years
to determine that the information collection is needed and explore
ways of reducing burden on the public. It may appear to the public
that the agency has not done this for this submission since the
83-I and supporting statement do not appear to have been updated
since the last submission. The agency should ensure that all
documents submitted as part of the ICR are up-to-date and reflect
the CIOs independent review of the information collection, as
required by the PRA.

The attached application is to be used
by U.S. founders or sponsors in applying for grant assistance from
ASHA on behalf of their institutions overseas. ASHA conducts a
competitive grant program. Decisons are based on annual comparative
reivew of all applications requesting assistance in that fiscal
year, pursuant to Section 214 of the Foreign Assistance Act, as
amended.
