Abstract: The FHWA must fulfill its statutory obligation regarding reimbursement to State transportation departments for the costs of relocation of utility facilities that are necessitated by the construction of Federal-aid highway projects. It does so by requiring utility companies to maintain adequate records and documentation to support costs which are incurred.
