OMB is gravely
concerned about issuing a form implementing regulations prior to
the drafting or publication of the regulations themselves. Thus, to
preserve the practical utility of the collection, the agency is
instructed to inform all respondents that responded to this
collection prior to the date of publication of the regulations, by
letter or in person, of the contents of the regulations and any
changes to their rights and responsibilities under this program
that differ from those stated or implied on this approved form. The
agency must report on its implementation of this requirement upon
future submission. The agency must modify this form to conform to
the regulations as eventually published upon submission for regular
PRA approval. In addition, the agency must be prepared to receive
submissions of this form from the public upon release of this form
to the public, including being prepared to datestamp submissions
upon receipt.
