This ICR is
approved for one year, as requested by ATSDR. This approval covers
a one-time survey aimed at collecting information to better develop
health education materials for those individuals exposed to I-131
as young children. The survey will be based on a sampling frame of
6000 people who have been traced and located from birth records.
Results will therefore only be generalizable to these 6000
individuals identified in the National Exposure Registry, not to
the total population born in Adams, Benton, and Franklin counties
between 1940 and 1951, or to any other larger population beyond the
6000. OMB acknowledges ATSDR's intent to use the results from the
survey for internal decision-making by the Agency and to target the
educational materials to the exposed population. OMB also
acknowledges ATSDR's assertion that the survey results may not be
used to make general statements about the population surrounding
the Hanford site. OMB calls special attention to the following
paragraph in the supporting statement. "It is important to note
that the survey is designed to assist in developing educational
materials and interventions and will not be used to infer thyroid
disease rates or prevalence in the larger Hanford population. Any
publications or presentations based on this data will be
accompanied by the following statements: 'The rate of thyroid
disease or related health conditions generated through this survey
are not generalizable to the population surrounding Hanford.
Therefore, meaningful disease rates cannot be determined or
inferred from the data provided." Before initiating any additional
surveys related to the Hanford site or the health effects of I-131,
ATSDR should consult with the National Cancer Institute to avoid
any duplication of effort. Specifically, ATSDR should consider the
eforts of NCI's Committee on Thyroid Screening Related to I-131
Exposure and the Committee on Exposure of the American People to
I-131 from the Nevada Atomic Bomb Tests and should review the NCI
report "Exposure of the American People to IODINE-131 from Nevada
Nuclear-Bomb Tests." ATSDR should also include, in the supporting
statement of such an ICR, a list of the names, affiliations and
contact information for any individuals consulted. For any
additional Information Collection Requests related to collecting
health, exposure, demographic, etc. data related to the Hanford
site, the Agency should include a reference to this ICR package in
its supporting statement.

The purpose of this assessment is to
collect information on utilization of health care services,
knowledge of and information needs relalted to radioactive iodine
releases from Hanford, health risk and exposure awareness, use of
and interest in thy- roid medical evaluations, and demographic
information on the population who resided as children in the
counties downwind of Hanford that were exposed to the highest
levels of radioactive iodine release.
