This collection
is approved until January 2004. OMB notes that EPA has revised its
annual report to remove those items that were redundant with its
collection under the reformulated gasoline and anti-dumping
program. OMB commends EPA for making these revisions. EPA should
submit to OMB a Form 83C to amend the burden estimate of this
collection to reflect these changes. OMB continues to believe,
however, that the collection could be improved by revising it to
focus the quarterly reporting requirement on those additives that
have been specifically identified as of potential public health
concern. OMB believes that only a relatively small number of the
5600 additives registered under this collection fall into this
category. EPA should consider amending the collection, by
regulation if necessary, to allow respondents to submit annual
reports on those additives that have not been identified as
potentially of public health concern. Separately, OMB notes that
EPA should ensure that this collection provides a means for
electronic reporting of information, consistent with the
requirements of the Government Paperwork Elimination Act. OMB
understands that EPA is in the process of adopting an electronic
reporting strategy for this collection, and that this approach will
be in place by the October 2003 deadline in GPEA. EPA should report
on its progress in this area when it next submits the collection to
OMB for revision or renewal.

Section 211(a) of the Clean Air Act
authorizes the registration of mobile source fuels and fuel
additives. Manufacturers of motor vehicle gasoline and diesel
fuels, and additives to these fuels, are required to provide
compositional, health-effects, and related information. The
information will be analyzed to determine if the emissions of any
fuel or additives pose an unacceptable risk to public health, thus
warranting regulatory action.
