In the attached NPRM, the Commission
proposed to modify its accounting and cost allocation rules as part
of the biennial review process. Specifically, the Commission
proposed (1) to raise the threshold significantly for required
Class A accounting, thus allowing mid-sized carriers currently
required to use Class A accounts to use the more streamlined Class
B accounts; (2) to establish less burdensome cost allocation manual
procedures for the mid-sized incumbent LECs; and (3) to reduce the
frequency with which independent audits of the cost allocations
based upon the CAMS are required.
