When EPA resubmits this ICR for renewal, it must evaluate, after consulting with respondents, the burden estimates for reporting and record- keeping requirements. EPA must list the names, affiliations, and phone numbers of the respondents it contacted. As part of its resubmission, EPA should also verify that the wage rates referenced in section 6(b) of the supporting statement have been properly loaded to include overhead, consistent with current EPA and OMB guidelines.

This information collection request (ICR) renewal supports activities to implement the National Oil and Hazardous Substances Pollution Contingency Plan (NCP), subpart J (40 CFR 300,900, "Use of Dispersants and Other Chemicals"). The use of disper- sants, other chemical agents, and bioremediation agents to respond to oil spills in US waters is governed by subpart J of the NCP (40CFR 300,900). EPA's regulation which is codified at 40 CFR 300.00, requires that EPA prepare a schedule of "dis- persants, other chemicals, and other spill mitigating devices and substances, if any that may be used in carrying out the NCP."
