By law, FDA evaluates the safety and
regulates the use of food substances in or on all foods; FSIS
determines the suitability of an regulates the use of substances
only in or on meat and poultry products. Currently, interested
firms are required to petition the two agencies separately. If a
firm specifies the substance is also to be used in meat and poultry
products and provides an extra copy of the required petition with
supporting data, this final rule allows FDA to share the petition
with FSIS to conduct concurrent reviews on suitability of the
substance for use in meat and poultry products.
