This information collection request is approved conditional upon the following terms agreed to in ED's 2/6/2001 e-mail. (1)ED will not use this individual component of the NAVE to draw conclusions regarding the effect of any piece of legislation on the quality of vocational education, but will use it to help determine the prevalence of practices encouraged/mandated by the legislation. (2)ED will limit the use of question 21 to a determination of teachers' beliefs about the prevalence of special populations in their classrooms in order to determine if this affects their teaching practices. (3)ED will not base conclusions on the quality of vocational instruction on the part-time or full-time status of instructors, but will use this information in concert with other data such as work experience. (4)ED will provide OMB with copies of reports generated by each phase of the NAVE. (5) ED will provide OMB with a copy of the change page showing the addition of an operational definition for "economically disadvantaged" ASAP. (6) ED will use the results of the case studies to provide qualitative explanatory information to complement quantitative results obtained through statistically valid, generalizable components of the NAVE.

As part of the National Assessment of vocational Education, the study to assess the quality of vocational education purposes to conduct a natinally representative survey of high school teachers. The 30-minutes survey will examine the prevalence of promising instructional practices recommended in the 1998 Perkins Act. It will assess differences in practice between academic and vocational teachers and comprehensive and vocational high schools. Findings from the survey will be incorporated into a report on secondary school vocational education.
