The in-depth interviews conducted for this study, drawn from a purposive sample of 5-7 states, should not be considered to be a representative sample for purposes of generalization. These interviews should only be used to supplement information gained from the census (web-based) of districts, schools, and state directors. Significant burden reduction using this web-based data collection technique is noted and commended. ED also agrees to amend the race and ethnicity requirements per ED's memo of 3/15/00.

REA provides competitive reading and literacy grants to state education agencies to help high-poverty schools and those in Title I improvement status to: 1) teach every child to read by the end of the third grade; 2) provide children in early childhood with the readiness skills and support they need to learn to read once they enter school; 3) expand the number of high-quality family literacy programs; 4) provide early intervention to children who are at risk of being identified for special education inappropriately; and 5) base instruction, including tutoring, on scientifically-based reading research.....
