The in-depth
interviews conducted for this study, drawn from a purposive sample
of 5-7 states, should not be considered to be a representative
sample for purposes of generalization. These interviews should only
be used to supplement information gained from the census
(web-based) of districts, schools, and state directors. Significant
burden reduction using this web-based data collection technique is
noted and commended. ED also agrees to amend the race and ethnicity
requirements per ED's memo of 3/15/00.
