collection request is approved for three years. When DOE resubmits
the ICR for renewal, it must evaluate, after consulting with
respondents, the burden estimates for reporting and recordkeeping
requirements. In its resubmission, DOE should list the names, phone
numbers, and affiliations of the respondents it contacted.
Furthermore, for future collections associated with proposed and
final rules, DOE should note the requirements of 5 CFR 1320.11(b)
and (h) and ensure compliance with these requirements as well as
all other parts of 5 CFR 1320.

This collection of information is
needed to aid contractors and DOE personnel in making
determinations regarding the reasonable- ness of all outside legal
costs, including the costs of litiga- tion. It applies to all DOE
facility management contractors and subcontractors at facilities
owned or leased by DOE.
