Rule 87 implements section 13(b) of
the Public Utility Company Act of 1935 by identifying those
subsidiaries of registered holding companies that are authorized
to, without an order of the Commission, to perform services or
construction for, or sell goods to, associates companies in the
registered holding company system. The rule, as proposed to be
amended, also clarifies when a registered holding company would be
required to seek a Commission order, by filing a Form U-1
application, for a subsidiary to enter into transactions covered by
the rule.
