The information collection associated
with this rule is in response to a recommendation by the White
House Commission on Aviation Safety and Security and to
Congressional mandates in the FAA Reauthorization Act of 1996, and
to the Airport Security Improvement Act of 2000. The rule is
intended to improve the screening of passengers, accessible
property, checked baggage, and cargo and to provide standards for
consistent high performance and increased accountability of
screening companies. The FAA will collect information from
screening companies to certify them.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
