Approved for use in field testing through 8/2002 under the condi- tion that CMS immediately amends the PRA disclosure statements on the PACE forms to include a solicitation for comments with CMS' address. In addition, OMB notes several issues that should be considered prior to finalizing this instrument for use by all PACE sites. First, CMS will field test this instrument only with the original, established 12 PACE sites. Therefore, CMS will not be able to generalize this effort's findings to all PACE sites, including newer, less established sites. CMS should consider field testing this instrument with newer sites before it proposes mandating it for all PACE participants. Second, the next submis- sion for OMB review must include an analysis of: 1) item nonres- ponse and data quality for the "new" data elements, as well as data elements originating from specific PACE sites; and 2) poten- tial elimination of data redundancies between provider forms.

The purpose of this project is to develop an outcome-based continuous quality improvement (OBCQI) system and core comprehensive assessment data set for the PACe program by (a) developing and testing a set of data items for core outcome and comprehensive assessment (COCOA), (b) testing risk adjustment methods so each site's outcomes can be appropriately evaluated, (c) designing and OBCQI approach to improve quality in a systematic, evolutionary manner, and (d) testing the usefulness of the data items for assessment and care planning.
