This generic ICR is approved to allow the expedited OMB clearance of EPA/OECA surveys that are narrowly focused to: 1) current or former recipients of OECA compliance assistance; 2) the level of satisfaction with, the clarity and usefulness of, and (in limited instances) behavioral responses to the complaince assistance that they received; 3) their recommendations for improving the particular compliance assistance product or service. OMB will review surveys that are limited to satisfaction or clarity/usefulness and that are submitted to OMB in accordance with this ICR within 10 business days. Surveys that target behavioral responses to compliance assistance are limited to asking one or more of the five questions set forth in this ICR. OECA will submit a plan outlining how it will minimize threats to the validity of its data due to non-response bias for any survey including these behavioral questions. OMB will review surveys that ask behavioral questions and are submitted in accordance with this ICR within 30 business days. EPA shall provide OMB with an annual report outlining each use of this generic clearance, the burden imposed, and a brief description of their purposes. OMB reserves the authority to disapprove any individual survey that does not meet the conditions outlined in this ICR. This generic clearance does not extend to "fact finding" for the purpose of regulatory development or enforcement. This generic clearance covers only the narrow range of surveys discussed above. Surveys that do not meet the terms of clearance for this expedited clearance process may be entirely valid and appropriate surveys, but they should be submitted under the normal PRA clearance process.

EPA is seeking approval for a three year generic clearance from OMB to determine how well EPA complaince assistance tools and services meet customers needs and to assess the effective- ness of the approaches. This will be a voluntary collection of information to guage customer satisfaction with the compliance assistance projects, measure any resulting changes in knowledge and/or behavior, and evaluate environmental and human health impacts.
