Terms of Clearance: This ICR is approved for three years for the purpose of the on-going update by States of the existing database as documented in the current ICR supporting documentation. In accordance with 5 CFR 1320.10(d), the OMB control number (2040-0050) and expiration date (July 31, 2005) should be displayed in the database along with a statement informing respondents that they are not required to respond to a collection of information unless it displays a currently valid OMB control number. This ICR must be resubmitted to OMB for review and approval prior to the next major round of data collection in preparation for the 2004 Report to Congress, unless there are no major changes to the existing database as documented. In any event, EPA will discuss with OMB its procedures for ensuring that out-of-date information is removed from the database prior to the next major round of data collection. The current approval covers only updates of the existing database as documented. Any substantive changes to the database, the data editing and quality control procedures, or existing guidance and training materials for States regarding update of the database should be incorporated in the next data collection cycle and documented in the next ICR submission to OMB. Such changes are not authorized under the Paperwork Reduction Act until approved by OMB.

Abstract: The Clean Watersheds Needs Survey (CWNS) is required by Section 205(a) and 516(b)(1) of the Clean Water Act. It is periodic inventory of existing and proposed publicly owned wastewater treatment works (POTWS) and other water pollution control facilities in the United States, as well as an estimate of how many POTWs are needed to be built. The CWNS is a voluntary joint effort of EPA and the States.
