The information to be collected is a Milestones Plan, which is required as part of a new Voluntary Advanced Technology Incen- tives Program (VATIP) established under the Pulp, Paper, and Paperboard Effluent Limitations Guidelines and Standards (40 CFR Part 430) portion of the Cluster Rule promulgated on April 15, 1998. Only direct discharging bleached papergrade kraft and soda mills are eligible to participate in the VATIP. Furthermore, the Milestones Plan is required only for those mills that voluntary choose to enroll in the incentives program.
