Approved with
changes made to the survey instrument and letters to respondents as
indicated in NIH e-mails to OMB on 2/6/02 and 2/13/02. This
collection is approved for 1 year, which according to the time
schedule in the supporting statement is ample time to conduct the
study. Approval is contingent upon NIH including the entire
universe of 1,670 SBIR grantees in the survey, rather than doing a
sample of 1,500. NIH will conduct a bias analysis if the response
rate is below 80%. In addition, NIH will distinguish between
products that have been developed (and/or commercialized) and those
still under development in any report or publication citing the
medical, societal or economic benefits of research funded by the
SBIR program. NIH will clearly state in any report or publication
that the findings of this evaluation are based on self-reported
data from the NIH SBIR awardees.
