Approved with changes made to the survey instrument and letters to respondents as indicated in NIH e-mails to OMB on 2/6/02 and 2/13/02. This collection is approved for 1 year, which according to the time schedule in the supporting statement is ample time to conduct the study. Approval is contingent upon NIH including the entire universe of 1,670 SBIR grantees in the survey, rather than doing a sample of 1,500. NIH will conduct a bias analysis if the response rate is below 80%. In addition, NIH will distinguish between products that have been developed (and/or commercialized) and those still under development in any report or publication citing the medical, societal or economic benefits of research funded by the SBIR program. NIH will clearly state in any report or publication that the findings of this evaluation are based on self-reported data from the NIH SBIR awardees.

NIH needs to collect information to assess whether SBIR Program goals are being met as well as to address the Office of Inspector General (OIG) recommendations that NIH develop an accountability system to evaluate the performance of the SBIR Program. The data collected will be used to assess the commercialization and economic impact of research products, as well as assess the various other research outcomes that improve medical care, increase intellectual property and the knowledge base, and foaster research and research tools. Respondents will be small business concerns that have received NIH SBIR awards.
