This request for
extension of OMB approval for the QOP Study is granted upon the
following conditions: (1) ETA will reduce from $25 to $15 the
incentive per respondent and will report to OMB on the
effectiveness of the incentive in achieving adequate response
rates, and (2) ETA will provide OMB with a draft of the interim
report that contains an analysis of the cost-effectiveness of the
QOP program prior to the release of the report.

This revision to the information
collection will provide for a second wave of the survey to be
completed approximately 72 months after random assignment of the
youth in the research sample. It will allow for an analysis of the
impact of QOP on participants' outcomes including education and
training, employment, earnings, public assistance participation,
childbearing, and other behaviors and activities. The findings will
be directly relevant for the future development of employment and
training policy for youth.
