Abstract: The Commission reverses clarification from the Numbering Resource Optimization 3rd R&O that the requirements to provide LNP and thousands-block number pooling extend to all carriers within the largest 100 MSAs, regardless of whether they have received a specific request from another carrier to provide LNP.
