OMB is concerned
about the frequency with which the agency has requested emergency
processing without providing adequate justification. The agency is
reminded of its responsibilities under 5 CFR 1320.13. In
particular, the agency must explain in future justifications for
emergency processing why normal PRA notice and comment procedures
could not be followed. This will require explaining why the agency
was unable to begin the normal PRA clearance procedure early enough
to ensure OMB clearance before the information collection is
needed. The agency is not required to display the expiration
date.

The IRS has implemented a Multilingual
Initiative. This initiative focuses on improving access to products
and services for limited English proficient taxpayers. The current
focus is Spanish language products and services. The next step is
to identify the next languages. We are conducting a research study
to identify the products and services our customers need in other
languages. This survey will obtain input from tax practitioners on
specific needs for multilingual products and services.
