Through 8/2004, approved for use only in the 8 FY 2001-4 state cooperative agreements currently funded for data collection. This OMB clearance is contingent upon the following conditions: 1) SAMHSA understands that the 8 states will be considered a "pilot" by OMB of the STNAP and future approvals of the STNAP will be contingent upon the success of these pilots. Important considerations for future OMB approval will include the validity/ quality of state data; adherence of states to the STNAP standard protocols and instruments; evidence that the STNAP state surveys focus on issues that cannot be successfully dealt with by other SAMHSA surveys such as the National Survey on Drug Use and Health (e.g. homeless populations) and that they will provide data useful in national policy development; and evidence that participating states will provide all data to SAMHSA during the pilot and in future years; and 2) to ensure state adherence to the principles of the PRA, SAMHSA will submit for OMB review each of the eight state survey plans/instruments for a ten working day review. OMB may request significant changes to these state efforts; and 3) SAMHSA must provide ongoing updates on how it ensures extensive coordination amongst its program officers in reviewing/monitoring state contracts.

In order to receive funds from the Substance Abuse Prevention and Treatment Block Grant, States submit in their annual block grant applications an assessment of service needs Statewide, at the substate level, and for specified population groups (as required by Section 1929 of the Public Health Service Act). Under this cooperative agreement program, funds are provided for States to conduct substance abuse treatment services needs assessments utilizng core protocols for obtaining and collecting data. Approval is sought for core protocols and questionnaires for a household survey and surveys of arresters and inmates....
