this ICR for renewal, the Agency should be certain to review and
revise as necessary reporting burden estimates. The agency should
pay special attention to the burden that is passed on by States to
industry. The agency should include in its next submission the
names and contact information for the individuals that were
consulted to determine if the assumed burden hours adequately
reflect the actual burden.

The Consolidated Emissions Reporting
rule revises existing statewide annual point source inventory
requirements to minimize the annual reporting burden for a majority
of sources. Under the final rule, 55 State and Territorial air
quality agencies, as well as 49 local agencies, must annually
submit emissions data for larger point sources emitting specified
levels of criteria pollutants.
On behalf of this Federal agency, I certify that

1320.8(b)(3).
