As part of its
efforts under the Government Paperwork Elimination Act (GPEA), NARA
has identified this collection as one that can be made available
online through the NARA website. However, users still have the
burden of printing out a copy of the completed fo rm, signing the
form, and faxing or mailing the signed copy to NA RA. As the
government moves forward with e-government, agencies a re expected
to find solutions that are transform the way the agency does
business. Active and veteran members of the US military are
dependent upon NARA for access to their military ser vice records.
Users of this collection should be able to complete their entire
transaction online, including the ability to provide consent
electronically and to transmit their completed form to the National
Archives for processing. In order to be fully compliant with the
intent of GPEA, NARA has agreed to pursue the acceptance of digital
signatures by Octobe r 2003. Respondents to this collection should
be able to provide consent electronically and to expect the agency
to accept that co nsent and to process their request. As part of
the Administration 's commitment to align GPEA transactions with
the Administration' s e-government initiatives, NARA is directed to
consult with the partners of the E-authentication initiative to
determine the most effective means of accepting digital signatures
as quickly as po ssible.
