year in order to allow DOL to explore options for this collection
under the grant streamlining and e-grants initiatives. DOL shall
report back to OMB, before the expiration of this package, on
efforts to incorporate this package into the grant streamlining
"generic" form that will be used government-wide within the next
year. If DOL determines that this collection cannot be incorporated
into these initiatives, they will have to demonstrate that an
extenuating circumstance exists with this program to make
incorporation impossible at that point. Regardless, the collection
should be availible for electronic submission by the time of the
next clearance. Grantees should not be required to submit
electronic and paper copies of the application form; DOL should put
processes in place to allow for fully-electronic submission. The
burden for this package is increased by 5400 to account for
respondent burden (not just state burden) for the customer
satisfaction surveys-- as per conversation on 11/5/02 with Olaf
Bjorklund at DOL. This assumes that States will be given signifi
cant flexibility to measure customer satisfaction as they see fit,
as described in the information collection package. Once DOL
receives the state plans, which will allow them to better estimate
the burden on respondents, they will submit a change worksheet to
update the burden if necessary. DOL is exploring options for
standards for the customer satisfaction requirement on states, and
will update the ICR to reflect those standards upon resubmission
(or will update OMB on efforts to put standards in place, if the
standards cannot be put into place by next year.)

ETA is requesting OMB approval to
require States to submit additional narrative in the annual grant
plan, to assess customer satisfaction with State workforce
information and to include a summary of the results of customer
satisfaction assessment in an annual performance report, as
conditions for receiving Workforce Information Core Products and
Services reimbursable grants.
