The NLI program is designed to provide
technical assistance and training opportunities to strengthen
nonprofit "community-based" organizations (CBOs) that provide
substance abuse treatment. The NLI gathers, adapts, and
disseminates best-practice information regarding business
management for these agencies, including competitive bidding,
strategic development and business planning, cultural competency,
team building and change management, and management information
