This collection
was improperly submitted-- the supporting statement did not account
for changes in burden from the last submission, and repeated
requests for the information have not been successful. HUD packages
have systematically not included sufficient explinations of burden
changes in packages, especially those that have been in violation.
In any package submitted from this date forward, if the burden
change is not sufficiently explained in the supporting statement,
the package will automatically be returned as improperly submitted.
It is noted that this package is in violation of the PRA, and has
been since 9/98. HUD shall resubmit this package promptly, with
sufficient explination of any burden changes, and shall work to
ensure that no such further violations of the PRA occur. This
violation must be reported in this year's ICB submission.
