DOL should make
every effort to incorporate the WANTO grant application into the
government-wide grants streamlining/E-Grants efforts. Before
expiration of this grant application approval, DOL should
transition this application to the government-wide standard
application package, anticipated to be available to agencies by
October, 2003. If it is not appropriate for this package to be
included in the streamlined government-wide application process,
because of a particular aspect of the WANTO program, DOL should
explain the reasons in detail to OMB in order to receive clearance
on a different application process. OMB is giving a 3-year
clearance with the understanding that DOL will submit any updates
or revisions to this collection to OMB for review during these 3
years, as DOL makes the transition to the government-wide standard
application.

The Women in Apprenticeship and
Nontraditional Occupations (WANTO) Act of 1992 provides for the
awarding of WANTO grants to community-based organizations to
provide technical assistance to employers and labor unions to train
women in apprenticeable or other nontraditional
occupations.
On behalf of this Federal agency, I certify that
